Biography
Cui Duan's practice focuses on China related outbound banking and finance matters, advising large Chinese banks including China Development Bank, Export-Import Bank of China, Industrial and Commercial Bank of China and China Construction Bank on cross-border finance transactions, particularly in relation to project finance, bilateral lending, corporate debt, export credit and commodity finance in various jurisdictions including Latin America, Central Asia, Africa and East Europe.
Representative Legal Matters
- Acted for CEXIM on a USD 1.55 billion loan facilities involving the development of a 2 x 660 MW power plant in Port Qasim, Karachi, Pakistan and is guaranteed by PowerChina and its affiliates.
- Acted for CEXIM and China Development Bank in relation to the first solar project finance matter in Pakistan.
- Acted for Industrial and Commercial Bank of China in relation to several Sinosure covered wind power project finance matters in Pakistan.
- Acted for CEXIM with a loan to Kalimantan Tengah and Sulawesi No.5 Coal-Fired Power Plant Project. The project is intended to replace the existing loans of two Indonesian subsidiaries acquired by China Datang Group Co., Ltd.
- Acted for CEXIM and Bank of China Sichuan Branch on a Sinosure-supported facility to finance the 50MW diesel power generation and desalination project of STELCO contracted by Dongfang Electric Cooperation.
- Acted for a major Chinese policy bank with a loan for the development of a 1,320 MW coal-fired power plant in Pakistan. The transaction is supported by the sponsor's equity investment and Sinosure.
- Acted for CEXIM Guangxi Branch, China Construction Bank Guangxi Branch and China Agricultural Bank Guangxi Branch on the Sinosure-supported RMB 2 billion and USD 664 million facilities extended to Malaysia Alliance Steel (M) SDN BHD for the construction of Malaysia-China Kuantan Industrial Park steel project.
- Acted for Industrial and Commercial Bank of China in relation to USD export credit facility to Ceylon Electricity Board to support the construction and development of a power plant in Siri Lanka contracted by CNEEC. The Siri Lanka government offers sovereign guarantee to this loan.
- Acted for China Development Bank head office and its local branches in relation to 11 bilater loan faciities to the national banks and large companies in Argentina, Ecuador, Jimaica, Chile, Peru and Vietnam.
- Acted for China Development Bank on the overseas loan project for the Argentina Belgrano Freight Railway Renovation.
